The Demise of the 28-Article Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the crisis caused by the announcement of a new 28-point plan for resolving the conflict appeared – momentarily – to have been defused. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of aerial bombardment on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of conflicting incidents captured the bleak nature of the outgoing year. By day, diplomatic battles are waged: hopeful statements are delivered from multiple capitals. Considerable effort is allocated on restraining specific proposals. By night, Russian leadership clearly shows the world that, for them, military action persists as the main instrument for achieving "peace".

Nighttime Reality

As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is able to track rocket firings from Russian territory, a capacity provided through current data. From observation points, defense planes that had been scrambled to engage hostile guided weapons streaked across the sky – advanced fighter aircraft supplied to Ukraine by Western partners.

Moments later, Kyiv's air-defence systems engaged: several firings deployed against a Russian ballistic missile. This was a sophisticated defense system at work, presumably supplied through allied countries. Every deployment creates sudden vibrations, causing tremors. The instant of fear quickly transforms into sober acceptance: perhaps the approaching threat won't hit its mark this time, sparing the city from catastrophe and further power outages.

Persistent Threats

Soon after, a large-caliber weapon fired at a aerial vehicle somewhere nearby, part of a rapid response unit – most likely Western-made equipment. Regrettably, the shots failed to hit the opposing UAV – it maintained course toward its target.

Intermittently, this continued until dawn. Kyiv faced the morning news: multiple fatalities, damage and heating outages in numerous residences as a result of the night's assault. As always, everyone still continued their routines – enduring hostilities. But those full day encapsulated Ukraine's essential dependence on international aid – a dependence that European nations are evidently unprepared to substitute in the near term.

Ineffective Peace Efforts

The 28-point plan from US administration provoked deep reactions, discussion and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.

Every new approach from American administration unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They contain the crisis but never actually secure success. This cycle will, certainly, continue.

Strategic Calculations

It is easy to blame particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. US administration operates on a principle well known to seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration believes that it is impossible to force Russia to surrender the land that it currently occupies in Ukraine's occupied territories.

The problem is that while recognising this factual reality, American administration does minimal to discourage Russia, through diplomacy or military means, from thinking that the current condition will not evolve additionally in its benefit in the months ahead.

Conflicting Perspectives

Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their incentive to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's leadership remains completely certain in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing lives and land but averting a total frontline collapse until conditions improve in its favour.

Present Conditions

Objectively, there are no real preconditions for a armistice. Now, individual motivations are becoming relevant: personal goals to negotiate peace and secure international recognition, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unacceptable, so that their priority does not switch to domestic problems. And although their task will now be considerably more difficult after current events, it remains highly unlikely that this will alter their fundamental strategy.

These two forces are influencing discussions.

Assessment and Future

It took a only one week to kill the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, current information leaks, all served their function.

While new initiatives based on established approaches are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and demonstrate certain reluctance to change the course of events, if they remain united and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, primarily depend on ongoing international assistance.
